Normally when you are winning a war you do not call for negotiations. NO need for negotiations when you can achieve on the battlefield what you could not achieve at the bargaining table.

PERHAPS THE SUGGESTION OF RENEWED NEGOTIATIONS IS FOR MERELY COSMETIC PURPOSES? VLAD JUST WANTS WORLD OPINION TO SEE HIM AS A REASONABLE MAN WITH GOOD INTENTIONS?
