"The OPW said organizers of the rally failed to provide a signed indemnity form, submit an event safety management plan, or provide relevant insurance cover for the event."

Failure to provide proof of insurance in case a riot began with property damage. Counter-demonstrators surely would show up to protest the pro-Russian rally in Dublin with the potential for confrontation and fighting.

In all of Ireland anyhow there are how many Russians nationals?
