Retreat?

Regarding the recent  comments of Army Gen. Mark Milley. Chairman of the Joint Chiefs of Staff. [soon to be outgoing Chairman.]

IT NOT BEING DESIRABLE TO STATION ON A PERMANENT LARGE CONTINGENTS OF AMERICAN MILITARY PERSONNEL "OVERSEAS". 

Rather think deployments and stationing of American troops to be done on: "[a] rotational or 'episodic' [basis] rather than permanent".

The product victory in warfare as defined by the political agenda of the policy makers, goal met, always an expenditure of manpower and MONEY net exceeding the debt when gross calculated. Such an evaluation simplistic sure but still illustrative nonetheless?

USA RETREATS FROM THE WORLD SURELY BUT SLOWLY? AS IT HAS BEEN FOR GREAT BRITAIN SINCE THE END OF WORLD WAR TWO THE USA WILL FOLLOW?
