EVERY MAJOR INTELLIGENCE AGENCY OF REPUTE IN AGREEMENT THE UKRAINE CONFLICT WAS GOING TO BE AN EASY [?] RUSSIAN VICTORY?

I would suggest far beyond mere "tactical incompetence" to blame for up-to-this-point apparent Russian failure. More than anything else Russian "fizzle" based on faulty assessments of the Ukrainian military. Outgunned Ukrainian troops with a stand-your-ground attitude a MAJOR unanticipated factor!
