“'By the 2030s the United States will, for the first time in its history face two major nuclear powers as strategic competitors and potential adversaries,' the Defense Department said in the long-awaited document issued Thursday. In response, the US will 'maintain a very high bar for nuclear employment' without ruling out using the weapons in retaliation to a non-nuclear strategic threat to the homeland, US forces abroad or allies."

Neither STUNNING or a REVERSAL? At least to my scant knowledge the USA has always reserved unto itself the option to use atomic munitions in a situation where American military personnel during a time of conflict were in grave danger with no possible alternative to a dire situation.

Two situations that might warrant the use of USA atomic weapons in a non-nuclear environment to include:

1.  A massive and overwhelming conventional North Korean attack [prior to Kim having acquired nuclear weapons] resulting in another Pusan Perimeter scenario where the American military force was on the verge of annihilation.

2. An adversary resorting to a weapons-of-mass-destruction type of warfare non-nuclear in nature. I am thinking here chemical and biological agents being used.

But NO, not STUNNING or a REVERSAL!
