Disruptions.

An act of war? Or an American military test of troop ability to conduct wartime operations in a hostile environment where GPS systems [Global Positioning Systems] are degraded?

Interference with civilian navigational signals of whatever sort usually the type of activity as associated with piracy on the high-seas. Could be a crime punishable with death.
