I THINK THE CONSENSUS IS THAT AMERICAN INTELLIGENCE AGENCIES DURING THE ERA OF THE COLD WAR VERY GOOD AT BEAN COUNTING. HOW MANY TANKS, PLANES, MISSILES, WARSHIPS YOUR POTENTIAL ADVERSARY HAS. DETERMINING THE INTENTIONS OF YOUR POTENTIAL ADVERSARY AS TO HOW AND WHEN THOSE WEAPONS OF WAR MIGHT BE USED THE AMERICAN IC THEIR PERFORMANCE RATHER LACKLUSTER!
