GLONASS of course the Russian GPS system [ground positioning system] and alternative to the American, European and Chinese versions of same.

There is a special significance, an indicator, to Brazil being chosen for the location of the first ground station OUTSIDE of Russia?

Brazil part of the informal BRIC group. Brazil, Russia, India, China.

BRIC as of this moment an informal group seen as a player on the world stage a viable competitor to the G-8 or G-20 grouping of nations. NOT ONLY an informal economic grouping [BRIC] but having a potentiality to eventually exercise power in a strategic geopolitical military/economic manner!
