The first question that entered into my mind was did this man have a security clearance. AND was he privy to classified information of whatever sort.

If so he was a man in a position of authority highly susceptible to blackmail by foreign powers hostile to the United States.

Participating in an illegal activity that always includes heavy betting and wagering for large amounts of money! A man such as this Moorefield if indeed heavily indebted vulnerable and exposed.

Think MONEY and COMPROMISE. 

See the mission of the DoD CIO apparently not merely press releases or briefings to reports. More extensive than one might have thought.

Again, it took ONLY twenty years before the presumed bad behavior unconvered! Don't just think of the dogs. Think more national security!
