Active/Passive.

Such a statement by Vlad should be seen as significant. I reasonably infer that is the case.

RUSSIANS NOW CONTENT WITH THEIR POSITION VIS-VIS THE UKRAINIAN? RUSSIANS REALIZING THEY NO LONGER CAN SUSTAIN OFFENSIVE MILITARY OPERATIONS. LACK THE WHEREWITHAL NOW AND FOR THE FORESEEABLE FUTURE? RUSSIAN PLANNING FOR THE LONG TERM!

Think active defense as a retrograde operation with a mobile defender in a planned manner engaging the enemy as the rearward movement occurs. Shoot, you move, you shoot again.

Think passive defense as defense from strong-points. Passive non-mobile combat as in contrast to active mobile combat.

The consequence will be static-warfare as defined, heavy casualties both combatants, neither adversary able to prevail. Sort of like the trench-warfare situation that lasted in the War in Donbass from 2014 through 2022!
