A SMALL SAFE PORTABLE NUCLEAR REACTOR PROVIDING A MODICUM OF ON-CALL ELECTRICAL POWER FOR A BRIGADE SIZED UNIT DEPLOYED ANYWHERE IN THE WORLD. CAN IT BE DONE?

An idea hardly unique also. Portable atomic reactors on a much more massive scale mounted on ships or barges [Soviet/Russian and American] with an ability to be connected to "shore power" in case of war or extreme emergency.
