Speech of this type can be construed as a violation of UCMJ? Uniform Code of Military Justice.

Political speech by military personnel highly frowned upon. Can  anyone suggest her words are less than political.

Criticism of Members of Congress or the President covered by UCMJ Article 88 UCMJ.

State officials not covered by any particular item in UCMJ [?] so maybe this LTG will get a pass. Perhaps a reprimand and nothing more.
