I highly recommend reading the Ron Unz article.
During the Cold War Lvov was where the headquarters of the Carpathian Military district was located. It is not unreasonable therefore to imagine some sort of command post dug deep into the ground with reinforced concrete protection of extraordinary thickness and robustness.
As to any such facility being occupied by a combined contingent of Ukrainian and NATO serving officers in command and command staff role, I just cannot confirm or deny. Can ANYONE else?
