That mission of the U.S. Army or any other military organization to fight and win wars YES, but much more than that.
Stability very important also. If that Ebola epidemic not brought under control, confined and contained expect a societal breakdown for all of western Africa and much further beyond.
Instability on a monumental basis, with movements of people, human migrations on a prodigious and apocalyptic scale, dislodgments of entire nations, a loss of life and upheaval not seen since the Dark Ages.
The ramifications thereof not within the control of those nations that constitute the current world order, a breakdown of the existing global structure as predicted by the British Admiral Parry.
CONSIDER THAT HISTORICALLY, MEDICAL PROPHYLAXIS AS APPLIED BY THE MILITARY WHILE NOT COMMON IS NOT SO RARE EITHER:
"During the 1850s, the U.S. Army Medical Service vaccinated over 10,000 Plains Indians against smallpox."

These two general offices too are in violation of UCMJ Article 88? Granted the two men are retired but my understanding is that general officers are carried on the Rolls of the Army for their life span, no matter how old. NO criticism of the President or members of Congress allowed!
