* Occupies and defends [and attempts to expand] a large and contiguous territory.
* Provides some sort of governance and administrative services.
* Is self-funded.
* Has among the umma [the world wide Islamic community] to an extent either rabid support or grudging respect bordering on admiration.
PERHAPS EVEN MORE SO THOSE IN OPPOSITION TO THE ISLAMIC STATE APPLY DIFFUSED AND UNFOCUSED ENERGY NOT CONCERTED, TOO HIT AND MISS TO BE EFFECTIVE!! THE ISLAMIC STATE HAS MANY ADVERSARIES BUT THEY DO NOT WORK TOGETHER.
