Hoover.

A pacifist but not without military experience, even if indirectly so. 

And President of the United States. Herbert Hoover.

Indirect combat experience during  the Chinese Boxer Rebellion. Indirect experience during a time of war DURING and AFTER the Great War [WW1]. Organizing and distributing humanitarian food assistance to the starving populations of Europe DURING and AFTER the war. AFTER the war to include the Soviet Union! Millions of lives saved!

This all an aspect of the legacy of Herbert Hoover. That legacy of course tainted in a severe manner by the Great Depression. The legacy of Hoover however not complete and fully understood unless without regard to those years of the man prior to his Presidency and thank you Professor Al.
