"The Jammu and Kashmir Light Infantry (JAK LI) is an infantry regiment of the Indian Army. The regimental center is in Srinagar's Airport Complex at Avantipur with a winter setup near Jammu. Its regimental insignia consists of a pair of crossed rifles. The regiment mostly consists of volunteers from the state of Jammu and Kashmir. 50% of the regiment's troops are Muslims while the rest represent other ethnic groups from the state."

"Earlier this year, 20,000 aspirants turned up to fill 55 vacancies of Jammu and Kashmir Light Infantry Battalion of Territorial Army in Kashmir. Last month, 34,000 candidates registered themselves for a ten-day army recruitment rally for Jammu region."
FROM AMONG THAT POOL OF APPLICANTS IT MUST BE THAT ONLY THOSE YOUNG MEN OF THE HIGHEST POSSIBLE STANDARD ACCEPTED AND ALLOWED TO ENLIST.
Territorial Army as I understand the usage of that word "territorial" to mean trained reservists.
