Most important take is that the general his entire military service and education occurring in the period ALL in the aftermath of the dissolution of the old Soviet Union. The influence and attitude of the Soviet military "way" of doing things might not be totally negligible but rather think a very small percentage of the whole.
I must say the Ukrainian military from the video I have seen [quite a bit] shows an armed force very well organized and not rag-tag in any sense of the word. Since the Donbass War of 2014 there has been a quite remarkable change in appearance, demeanor, effectiveness. Nine times out of ten units that look good are good!
