"Former federal NDP candidate Yavar Hameed, a human rights lawyer from Ottawa, is threatening to bring a private prosecution against Prime Minister Justin Trudeau. Hameed claims Israel is committing war crimes against Palestinians, and since Trudeau is supporting Israel, the PM is abetting war crimes."

"Private prosecutions almost never get anywhere in Canada. Courts dismiss them out of hand."

"dismiss (someone or something) out of hand: idiom - 1. To reject, deny, or refuse to listen to someone or something right away, without due discussion or consideration."

Within the context of Anglo-Saxon jurisprudence a LACK of action is not a reason to charge a person with aiding and abetting. Justin Trudeau his utterances alone cannot have aided and abetted. Action is needed. 

Consider rather such a "private prosecution" to fall under the category of Lawfare?

"Lawfare is the use of legal systems and institutions to damage or delegitimize an opponent, or to deter an individual's usage of their legal rights."

"The term may refer to the use of legal systems and principles against an enemy, such as by damaging or delegitimizing them, wasting their time and money (e.g. SLAPP suits), or winning a public relations victory."

Nice try Mr. Yavar, but ain't gonna work!
