Iranian personnel believed to be Revolutionary Guards and not conventional troops. On the ground in Russia and conducting drone operations to destroy Ukrainian targets. And as such become legitimate targets as in a time of war. Iranian Revolutionary Guards too I presume their participation much more than "observers".
