You are going to have to inspect and rip apart the jet engine of every F-35 Lightning fighter jet as currently in the inventory? USA and foreign powers currently flying the warplane?

INFERIOR metals used in a jet engine obviously can fail and this is the worry. Component as fabricated in China and not the raw material itself of concern.

NOT really not clear if the rare earth alone in the unprocessed state is obtained in China or the magnets themselves are produced in China. If it self-evident that if the magnets of Chinese manufacture they are not being made to American DoD specifications you have a major problem.
My instantaneous reaction was that of the woman who for over three decades certified inferior steel as was used in American submarines. See prior blog entry:
