NOT only the Poles and the naval forces of other nations have problems with submarines while docked and awaiting routine service and maintenance. Americans have problems too.

That is almost 15 submarine-years, the equivalent of taking a boat from the 2018 budget and not adding it back until 2033."
"Massive!" Budget shortfall and gridlock as the cause! Normal refit, maintenance, repair, etc. all delayed. Boats off-line and not [?] seaworthy!
NONE of this is cheap and so be understood to be so. Pay me now or pay me later, but what do you do when there is no pay?
