THESE CASUALTY "ASSESSMENT" SO DIAMETRICALLY OPPOSED YOU HAVE TO WONDER WHAT IS GOING ON HERE? EXCESSIVE ALARM NOT GOOD BUT PRUDENCE ALWAYS A GOOD THING WHEN WMD TAKEN INTO CONSIDERATION?
Danger to the public from inhaling the ammonia gas and not from an explosion of the ammonia? This is unclear to me!
