"Gen. Alexander Dvornikov is revealed here as Russia’s top soldier in Syria who must strike a balance between collaboration with Iran and understandings with Israel. In his Damascus posting, the general has control of the twin Russian commands in Damascus and Baghdad, enabling him to stay on top of events and in control of decisions 24/7. This is a key position of enormous authority and extreme diplomatic sensitivity. The Saudis see him as major foe, while the Iranians resent Moscow’s understandings with Israel."
Russian senior military commander combining those military functions and that of the diplomat in one position.
As would have a praetor during the Roman Republic. I cannot be sure if that is the correct term, praetor but close enough. That praetor confining his activities to: "their duties must not concern them with minima, "little things". They were by definition doers of maxima."
