“Fondren conspired to steal U.S. secrets after becoming a consultant following his retirement from active duty as an Air Force lieutenant colonel in 1966 . . . his sole client for this business was a friend named Tai Shen Kuo, a naturalized U.S. citizen from Taiwan”
“Fondren allegedly incorporated Defense Department information, including classified information, into ‘opinion papers’ that he sold to Kuo for $350 to $800 each”
Again, we see the characteristic signature of the Chinese intelligence services. The willingness to work ONLY IN AN INDIRECT MANNER with an agent, Fondren in this case, WHO IS NOT CHINESE!
