With particular regard to the presence of foreign interventionists during that time of crisis prior to the firing on Fort Sumter by the secessionist Confederates:

"The startling intelligence which we published on Friday from our Paris correspondent in regard to the preparations be made by European Powers to send out a fleet of war steamers 'for observation' on our coasts, and perhaps, in certain contingencies, to take a had in our Intersectional quarrel, - - confirmed too"
