The eight step method?

From a most recent edition of Time magazine:

"An 8-step plan to defeat ISIS"

By Admiral [American] James Stavridis.

1. "Establish a robust and dependable command and control backbone, [commanded] by at least a three-star general officer."

2. "Increase intelligence sharing across the coalition . . ."

3. "Incorporate a strong cyber element into the plan . . ."

4. "Create a coalition Special Operations task force . . ."

5. "Integrate with other government agencies . . ."

6. "Set up between 15,000 and 20,000 U.S. and coalition troops to conduct two training missions. one with the Kurds . . . and the other with Iraqi security forces in Baghdad . . ."

7. "Increase the air campaign to broaden its base . . ."

8. "Bring boots on the ground in the urban enters . . ."

Coalition warfare difficult? Eisenhower understood the problems associated with coalition warfare and was able to mitigate instances of discord during World War Two much to his credit. We need another Eisenhower, is that what I am saying?

AND THAT "ROBUST AND DEPENDABLE COMMAND AND CONTROL BACKBONE" IS TO BE COMMANDED BY ONLY AN AMERICAN?
