A deliberate incident to provoke, minor and relatively inconsequential but nonetheless rising ire and even fury in some quarters?

"Turkey fury over Russian brandishing weapon on warship"

Russian warship making a passage of the Dardanelles/Hellespont/Bosporus WITH WHAT APPEARS TO BE A CREWMAN MANNING A MANPAD AND READY TO FIRE!

Turkish Foreign Minister Mevlut Cavusoglu on Sunday blasted as a "provocation" images of a Russian serviceman brandishing a rocket launcher as his warship passed through Turkish waters.

Turkey's private NTV channel broadcast pictures of what it said was a Russian serviceman aboard the "Caesar Kunikov" with a type of rocket or missile launcher on his shoulder in the firing position.


A shoulder-fired MANPAD surface-air-missile pea-shooter ready to fire. Personnel usually wear a helmet and goggles when manning such a weapon? The man even is assuming the guise of a jihadist? That Russian naval commander is anticipating an attack as his vessel passes through the narrow waterway, no room for maneuver"

With regard to the passage of vessels both commercial and military through the Bosporus the Montreux Convention is applicable.

"The Montreux Convention Regarding the Regime of the Straits is a 1936 agreement that gives Turkey control over the Bosporus Straits and the Dardanelles and regulates the transit of naval warships. The Convention gives Turkey full control over the Straits and guarantees the free passage of civilian vessels in peacetime. It restricts the passage of naval ships not belonging to Black Sea states. The terms of the convention have been the source of controversy over the years, most notably concerning the Soviet Union's military access to the Mediterranean Sea."
